Mr. Nguyen serves as the Deputy District Engineer and Chief of the Programs & Project Management Division, Japan Engineer District, U. S. Army Corps of Engineers, headquartered at Camp Zama, Japan, near Tokyo.

The District mission is threefold: to execute the military construction and host-nation funded construction program as the Department of Defense design and construction agent for all U.S. forces in Japan; to support U.S. military installations through engineering, environmental services, design and construction management; and to respond rapidly to contingencies throughout the Pacific.

Prior to his current assignment, Mr. Nguyen served as Deputy District Engineer and Chief of the Programs & Project Management Division, Transatlantic Expeditionary District from Nov 2022 to Nov 2024. He was responsible for the District’s Military Construction, Foreign Military Sales, and International and Interagency Support portfolio valued around 1.2 billion dollars in direct support to U.S. Central Command (USCENTCOM) and other mission partners in nine countries located throughout the Middle and Southwest Asia.

Mr. Nguyen held various positions with the U.S. Army Corps of Engineers and the Naval Facility Command (NAVFAC). From 2009 – 2022 he served as Chief of Medical and Air Force Programs responsible for management of all Air Force Military Construction and Medical projects and activities throughout the Fort Worth District's areas of operation. Mr. Nguyen served as the NAFAC’s Program Manager from December 2009 through December of 2010. In that position, he was responsible for all utilities projects in the region. From 1995 -2009, Mr. Nguyen served in various positions: project engineer, design engineer, design manager, program integrator, and program manager.

Mr. Nguyen holds a Degree in Structural Engineering from California State University. He is a graduate of the Sustaining Base and Leadership and Management Program at Army Management Staff College in 2002. He is a Registered Professional Engineer in the state of California, a certified Project Management Professional, and a member of the Army Acquisition Corps.
