LTC Simratpal “Simmer” Singh became the Deputy Commander of the U.S. Army Corps of Engineers, Japan District in June 2025. LTC Singh previously served as the Battalion Executive Officer for 317th Brigade Engineer Battalion, 3rd Brigade, 10th Mountain Division at Fort Johnson, LA. He has honorably served the Engineer Regiment for 15 years. Originally from Kent, WA, MAJ Singh graduated from the United States Military Academy at West Point in 2010 and was commissioned into the US Army Corps of Engineers.

LTC Singh was assigned as Assistant Brigade Engineer and Combat Engineer Platoon Leader in the 2nd Stryker Brigade Combat Team, 2nd Infantry Division. He deployed to Kandahar, Afghanistan in support of Operation Enduring Freedom as a Route Clearance Platoon Leader. During this deployment, LTC Singh executed over 180 combat patrols to clear routes, completed base force protection and route engineering for Shah Wali Jot Province leading to the establishment of the first medical facility in the province to serve the local population, and lastly managed the responsible closure of two Army bases.

LTC Singh then served as 2nd Stryker Brigade Combat Team 2nd ID Brigade Finance Officer. He prepared the unit’s yearly Command Budget Estimate based on the Commander’s priorities, and spearheaded efforts to allocate $15M for Brigade NTC rotation while overseeing financial support to over 20 enabler units attending the exercise.

After completing the Engineer Captain’s Career Course, LTC Singh was assigned to the 249th Engineer Battalion at Fort Belvoir, VA, where he served as the Assistant Operations Officer. In his role as AS3, LTC Singh planned and executed 23 critical national defense deployment missions around the world resulting in the continuous supply of power and operation of national strategic level facilities; responded to three real-world natural disasters including Hurricane Matthew; and coordinated disaster response exercises with FEMA, Army Corps of Engineers HQs, and multiple State Emergency Officers. LTC Singh subsequently served as HHC Company Commander in 249th Engineer Battalion where he provided disaster relief support during Hurricane Harvey and Hurricane Maria. As Company Commander, he oversaw the maintenance, shipment, and operation of the Army’s only industrial-scale generators deployed throughout the world.

Following Company Command, LTC Singh earned his Master of Business Administration from the University of Maryland Smith School of Business. He then served as an Instructor and Assistant Professor of Economics & Finance at the United States Military Academy West Point, NY. While at the Academy, LTC Singh was the co-lead for Leadership, Ethics, and Diversity in STEM (LEADS) Conferences held throughout the country, published/co-published four papers/articles, and was the OIC for Investment Club. LTC Singh completed the Command and General Staff College at Ft. Leavenworth, KS.

LTC Singh’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal (1 OLC), Army Commendation Medal (1 OLC), Army Achievement Medal, Afghanistan Campaign Medal, NATO Service Medal, German Armed Forces Proficiency Badge, Combat Action Badge, Air Assault Badge, and Ranger Tab.

He holds a Bachelor of Science in Electrical Engineering from the United States Military Academy, a Master of Science in Engineering Management from the Missouri University of Science and Technology, a Master of Business Administration from the University of Maryland, and a Master of Operational Studies from the United States Army Command and General Staff College.
