Colonel Patrick M. Biggs was commissioned from the US Military Academy, in 2001. He is a graduate of the Engineer Officer Basic and Advanced Courses, Airborne School, the Electronic Warfare and Joint Firepower Courses, Command and General Staff College, and the US Army War College.


Colonel Biggs’ previous assignments include Engineer Platoon Leader, Mobility Support Platoon Leader, Assistant Brigade Engineer, Engineer Company Commander and Brigade Engineer in 3rd Brigade Combat Team 2nd Infantry Division (Joint Base Lewis-McChord, WA); Brigade Engineer OC/T and Live Fire Operations OC/T (Fort Irwin, CA); Brigade Engineer and Battalion Executive Officer, BSTB, 3rd Brigade Combat Team, 1st Armored Division (Fort Bliss, TX), Command Engineer, Combined Joint Operations Command – Jordan (Amman, Jordan), and as a Joint Engineer Planner, United States Forces Korea (Yongsan, Korea), Deputy Commander, 130th Engineer Brigade (Schofield Barracks, HI) and Commander 65th Brigade Engineer Battalion (Schofield Barracks, HI), BEB Task Force Senior Trainer for Operations Group NTC.


Immediately prior to his arrival in Japan, Colonel Biggs served as a National Security Affairs Fellow for the Hoover Institution at Stanford University. Colonel Biggs currently commands the U.S. Army Corps of Engineers Japan District, serving as both the Commander as well as the Command Engineer. The district is headquartered at Camp Zama, Japan.
Colonel Biggs’ operational deployments include: three deployments in support of Operation Iraqi Freedom (Iraq); and one deployment in support of Operation Inherent Resolve (Jordan).
Colonel Biggs holds a Bachelor of Science degree in Chemistry from the US Military Academy and a Master of Sciences degree in Engineering Management from the University of Missouri Science and Technology.


Colonel Biggs’ awards and decorations include the two Bronze Star Medals, two Defense Meritorious Service Medals, four Meritorious Service Medals, three Army Commendation Medals, three Army Achievement Medals, 2 Joint Meritorious Unit Awards, Valorous Unit Award, thee Meritorious Unit Commendation, the Army Superior Unit Award, National Defense Service Medal, Iraq Campaign Medal (5 Service Stars), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, and the Parachute Badge.
