Lt. Col. James Horton, deputy commander of the U.S. Army Corps of Engineers, Japan District presents a Superior Civilian Service Award to Contracting Division Chief Bruce Okumura. Okumura, who served the Japan District for 28 years, is moving on to serve USACE at the Seattle District. During a farewell ceremony Oct. 29, Lt. Col Horton and other district employees thanked Okumura for his selfless service and significant contributions to the district. Under his leadership, the Contracting Division developed into a highly responsive, proactive and efficient team that successfully executed all mission critical contracts. We wish Bruce the best as he embarks on this new chapter in his career!
